IDLE for win32 does not execute keyboard shortcuts when
CAPS LOCK is on or the SHIFT key is is pressed.

e.g. ctrl-C doesn't work if it's a capital C.

That's correct.  Don't do that :-)
This is the way the keyboard and tcl/tk works.
If you really want this, customize using the options menu.
It's possible to have more than one keycode bound to an
event.
