This patch makes the --with-tsc configure option to enable 
low-level profiling of the VM work on PPC (only tested on OS 
X, but should work on linux/ppc too).

Also adds a description of the build to Misc/SpecialBuilds.txt, 
which goes into more detail about the PPC version because I 
know rather more about the PPC architecture than the 
Pentium.
