WinCVS does not recognize the alpha release of 2.4 
after using the .msi installation of python.

This is not a bug in Python. WinCVS has python23.dll, 
python22.dll, python21.dll hard-coded, see 
common/PythonGlue.cpp

Just for completeness:  In WinCVS, use Admin/Preferences, go
to the WinCvs tab, click the browse button next to Python
DLL, and look in the system32 subdirectory of the Windows
directory for python24.dll.  That worked for me - ymmv.
