On Windows XP, I downloaded and installed 
python-2.4c1.msi, both the "single user" and the "all
users" versions. 

It did not create a site-packages directory in Lib (or
in libs - I checked). I found this surprising behavior.

This was fixed in the final 2.4 msi.
