Setup.py doesn't try to build the fpectl module.  This
patch changes that.

I have to say, I thought that we were hoping people would forget about the 
fpectl module.  Is it actually useful?

Nobody tries to keep it up to date either, and its primary 
author said he doesn't think it's used anymore in his 
institution (or something close to that).

I don't think anyone officially deprecated it, though (nobody 
touches it, not even for that <wink>).

It shouldn't be built by default, anyway.

given these responses I think the bug should be
closed/wontfix or closed/invalid.

No, the module wasn't useful to me---some python-list poster
wanted it, and I didn't look around to find out why it
wasn't building before filing this patch.
