This patch is in follow-up to bug #860515.

It allows to specify a mode argument to the fileinput
functions which can be r, rb, rU and U.

Complete with test and doc.

I reviewed this patch and ran the test.  Looks good to me.

The docs need a \versionchanged for each of the two changed
callables.
