If tkinter isn't available, rpmbuild fails due to the
presence of unpackages files in usr/lib/python-2.3/lib-tk.

I'd rather see the build-requires line of the spec file have
the required -devel packages listed, than fix the spec file
to detect whether they're available and possibly build a
python with reduced capabilities.
