Please add the reasoning behind no-resize-on-shrinkage. 

This replacement version does so by adding two 
additional tunable parameters and one paragraph at the 
end of the tunable parameters section.  It does 
document that the current CPython does not use (or even 
directly represent) these parameters, and explains why.

Thanks for the patch, applied as r53782. I also added a sentence mentioning an algorithm that completely empties a dictionary and sees no resizing while doing so.

Please always submit patches as unified diffs; I had to undo two typos that had been fixed since you edited the file.
