The sqlite3.dll file is only installed if you activate
the "Tcl/Tk" checkbox in the Windows installer. I guess
many people (like me) don't do that because they have
no need for Tkinter stuff, and then wonder why the
sqlite3 module throws an ImportError. I guess it's a
minor fix in the MSI machinery, but I after a few
minutes of looking, I couldn't find where the problem
is there.
