Currently, distutils supports "site-packages". It
should also provide an option for "vendor-packages".

What is "vendor-packages"?

It is not something that is part of Python, AFAICT, so I
don't think Python should support it.

It appears that I was mistaken that this went upstream,
as it was refused for some bizarre reason:

http://sourceforge.net/tracker/index.php?func=detail&aid=1298835&group_id=5470&atid=305470

So this should be closed too, and we'll have to fix it locally.

For the record: patch #1298835 wasn't refused; it was
withdrawn by the submitter.
