Whilte testing 2.5 (release-build) i have found that
python tries to download some files from internet.

Low connectin isn't big deal at this time but it's
frustrating - korean letters at polish xp ? - I havn't
see that combination

If you enable the resource "urlfetch", the test suite will
try to fetch some files required to test the east asian
codecs. This is expected.
