python-elisp: py-electric-colon doesn't honour
delete-selection mode

[forwarded from http://bugs.debian.org/158811]

With emacs 21 in delete-selection mode, typing a
character when the region is active is supposed to
replace the contents of the region. In python-mode,
this doesn't work if the colon character is typed.
