Took the README file located at Lib/test/README and
added reST markup to it.

This patch looks fine. Unless someone objects (or beats me
to it), I'll check this in later.

Any desire to turn this into an info PEP? If so I am
willing to do it since I would assume it would just be a
little changing of the reST since it is acceptable markup
for PEPs.

I don't think there would be much benefit in a PEP.

Checked in as Lib/test/README 1.17
