Currently _randommodule.c and datetimemodule.c won't
compile under cygwin. The usual 'Not a const' error.

There's no file attached.  These changes may not be
necessary based on changes Jason Tishler has made.   See

Closing this patch.  There's no uploaded file and AFAIK
cygwin works now.
