Python Library Reference: Chapter 6.9

Clarify what the daylight variable means - is it true
if daylight savings time is in effect in the local time
zone, or is it true  if the local time zone has
daylight savings time during some part of the year? I
think the correct answer is the latter, by comparing
with C documentation. This should be documented.
