In text windows (only in text windows, I think) the scrollbar-repeat is over-enthusiastic in its repeat behavior. At least: under OSX it is. No matter how short I click in the up/down arrows (or the pageup/pagedown areas) I never seem able to scroll only a single line or page, always at least two.

Jurjen Bos tracked this one down: we pass a tracker function to 
TrackControl, but also call our hit function again at the end of 
TrackControl. Fixed in Wcontrols.py 1.15 and 1.14.14.1.
