zappyfiles.py and some other useful scripts are not included in the MacPython 2.3 installed by the binary installer.

I some other mac-specific add-ons (in Mac/scripts and other Mac/... subdirectories) are worth installing, also, e.g. in a Mac-specific area of MacPython/Extras.

In the case of zappyfiles.py, it should run fine as a command-line tool on any platform (though it only shows a folder dialog on MacOS X; somebody may eventually want to add that feature for other platforms but it doesn't have to be us). So it may be worth simply moving that into the main Tools/scripts folder, where everybody can see it and your Mac installer will presumably pick it up automatically.
