The file() documentation in section 2.1 says: 
	Return a new file object (described earlier under Built-in 
Types) 
 
but Built-in Types is the _next_ section; this should probably also 
be a link

These sections used to be in a different order, so at least
the text you cite used to be right.  Clearly wrong now.
