/doc.html and about.html ("Comments and Questions") should make clear
that LaTeX is not required for submitting additions and changes to the
docs.  Suggested wording:

Although we prefer additions and changes to be in the format prescribed
by /doc.html, we welcome plain-text, too -- we're happy to handle the
formatting for you.

I don't see anything in the locations you cite (if I
understood correctly; they weren't completely clear) that
even suggests LaTeX, much less implies a requirement for LaTeX.

Closing as Invalid; if I'm not seeing something, please
re-open with detailed information on what current content
you find misleading.

I've seen many posts to c.l.py over the years where people have said
that they don't submit doc patches because they don't know LaTeX.  I'm
not clear on why they think LaTeX is necessary; my suspicion is that
it's because the "Documenting Python" link in the doc root is all about
LaTeX.

It seems to me that the simplest way of approaching this issue is to
explicitly encourage people to send in plain-text docs.

Ok, I think I understand where you're coming from now.  We
can approach this in one (or more) of two ways:

- We can stop you from reading c.l.py so you don't see these
reports of confusion.

- I can write something about it.

Let's assume we can't do the former without your consent. 
I'll plan on the later regardless.
